Clearly there’s a firecracker and a fish, or fish-lantern or kite. That says New Years to me, but it also looks like it could be a dangerous conglomeration of sub-oceanic flotsam. Explosives sitting on a treasure chest, with a lovely living creature attached to the fuse?
